**Former Soros Fund Manager Howard Rubin Arrested on Sex Trafficking Charges**

Howard Rubin, a former Soros Fund money manager and retired Wall Street banker, has been arrested on sex trafficking charges. RadarOnline.com can reveal that Rubin, 70, is accused of “torturing” women in a secret, soundproof penthouse “sex dungeon” over a period of years.
Rubin was taken into custody at his Fairfield, Connecticut home on the morning of Friday, September 26. Authorities allege that he transported at least 10 women across state lines for “commercial sex acts” during a decade-long scheme.
Joining Rubin in charges is his former personal assistant, Jennifer Powers, who was also arrested Friday morning in Texas in connection with the alleged twisted BDSM operation.

### Details of the Charges
According to a 10-count indictment filed by the Eastern District of New York, Rubin allegedly brought women to luxury hotels in New York City for commercial sex acts. Later, the women were taken to a two-bedroom penthouse rented by Rubin, which was outfitted with bondage, discipline, dominance, submission, and sadomasochism (BDSM) equipment.
The penthouse, described as a “sex dungeon,” was reportedly soundproofed. Prosecutors allege it was equipped with a cross and a bed designed to restrain women, as well as a device used to shock or electrocute them.
U.S. Attorney Joseph Nocella Jr. stated that Rubin used his wealth to mislead and recruit women into engaging in commercial sex acts. During these acts, Rubin allegedly “tortured women beyond their consent,” causing lasting physical and psychological harm, as well as physical injuries in some cases.

### Prosecutors’ Statement on the Case
Nocella emphasized:
> “Today’s arrests show that no one who engages in sex trafficking, in this case in luxury hotels and a penthouse apartment that featured a so-called sex ‘dungeon,’ is above the law, and that they will be brought to justice.
> Human beings are not chattel to be exploited for sex and sadistically abused, and anyone who thinks otherwise can expect to find themselves in handcuffs and facing federal prosecution like these defendants.”

### Disturbing Evidence
The indictment includes a chilling text exchange between Rubin and Powers. Rubin reportedly sent his assistant a photo of a woman tied to the cross in the penthouse. Powers responded:
> “I can only imagine what you did to her on that cross!!! Did you shock her p—-??”
The multimillionaire and his former assistant are alleged to have spent at least $1 million of Rubin’s estimated $74 million fortune “operating and maintaining the trafficking network” from approximately 2009 to 2019.

### Additional Charges and Bail Requests
In addition to sex trafficking charges, Jennifer Powers faces a bank fraud count. Prosecutors allege she made false statements to secure financing for her Texas home’s mortgage.
Federal prosecutors have moved to detain Rubin without bail. In a letter to the court, they argued that no conditions could guarantee Rubin’s appearance or ensure community safety due to his “extraordinary wealth,” some of which is reportedly held offshore.
For Powers, prosecutors have requested a “substantial bail package.”
