**China’s SHEIN to Manufacture for Other Brands Amid Declining Sales**
*By Mudit Dube | Sep 18, 2025*
SHEIN, the Chinese fast-fashion giant, is now opening its apparel manufacturing network in China to other fashion brands. This strategic move aims to diversify the company’s revenue streams in response to challenges from U.S. tariffs and inconsistent sales performance.
To take advantage of this manufacturing service, interested brands must open a store on SHEIN’s online marketplace. The initiative, named **Xcelerator**, was launched after nearly two years of preparation and extensive testing.
### Supply Access and Services
SHEIN’s supply chain is known for its agility, with factories capable of producing new designs within just 5-7 days. Beyond manufacturing, the company offers additional services to brands such as sample development, warehousing, sales, and order fulfillment. These services are typically out of reach for smaller brands at such competitive costs.
So far, around 20 brands have utilized the service, including the French fashion label Pimkie and Filipino designer Jian Lasala’s brand.
### Market Maneuver
The Xcelerator initiative is primarily intended to attract more fashion brands to SHEIN’s marketplace, strengthening its presence in a highly competitive and volatile trade environment. Unlike platforms such as Alibaba.com and 1688.com, which provide open access to manufacturers in China, SHEIN requires brands to participate actively on its platform to gain access to its supplier network.
### Financial Outlook
As a privately-held retailer headquartered in Singapore but originally founded in mainland China, SHEIN does not publicly disclose its financial information. However, Bloomberg reported that in Q1, the company’s net income surged to over $400 million with revenue nearing $10 billion, fueled by consumer demand prior to the implementation of U.S. tariffs.
Despite facing external operational challenges and hurdles related to a potential IPO, SHEIN remains a formidable player in the fast-fashion industry.
